Contracts are limited in time based on project funding. Functions can be terminated with short advance notice. Frustrations of staff are not addressed by senior management. Mid level staff are afraid to freely share their concerns, as any initiative is intimidated by senior staff. Promotions are made based on personal relationship and favors.
