A recruiter emailed me asking when I would be available to discuss an opportunity. We agreed on a time and day, then they didn’t call. I emailed twice and received no response. I was at work and blocked out time and a conference room to speak to them. I did research on the company and prepared, why waste my time like that?

It is very formulaic. Not very conversational. Managers pretty much have a good idea of who they want to hire so interviewing can be seen as a waste of time. Lots of situational questions are asked. Be sure to have extensive employee relations experience or they will just go through the motions with you and won't consider you at all.
